Richmond / James Monroe Building

James Monroe Building, Richmond’s tallest building, sits atop a parking garage and an elevated plaza. A second tower was originally planned for the plaza, but scuttled because of the ‘80s recession. The state-owned building could be demolished soon, because authorities say it is more cost-effective to build new than to modernize the skyscraper.
